The East Central Ohio Educational Service Center (ECOESC) is a regional education agency established in 1910, serving school districts across seven counties in East Central Ohio. It provides shared educational services, professional development, and support programs to help schools improve student outcomes and operate efficiently. ECOESC operates from three locations — New Philadelphia, St. Clairsville, and Cambridge — and serves 20 member districts with over 50 programs and services. It is one of Ohio’s largest ESC regions by geographic area, covering more than 3,252 square miles.
ECOESC partners with local school districts to deliver a wide range of educational support services including curriculum and instruction, special education, professional development, technology services, student services, and fiscal/human resources support. It also offers community programs such as a dental and primary care clinic at its ECO Center and coordinates regional literacy initiatives. The organization is led by Superintendent Randy Lucas and has an executive team that supports districts through collaborative, cost-effective solutions. ECOESC’s mission is to help schools help students, and it emphasizes regional collaboration, innovation, and educational excellence. It has been in operation since 1910 and recently expanded its services with grants and new facilities.

Since 1910, the East Central Ohio Educational Service Center has been a cornerstone of educational excellence across East Central Ohio — supporting teachers, strengthening districts, and enriching the lives of students for over a century. ECOESC provides shared educational services to strengthen and assist school districts and agencies across Tuscarawas, Carroll, Harrison, Belmont, Guernsey, Noble, and Holmes Counties. ECOESC is one of the largest service regions in the state of Ohio. With offices in New Philadelphia, St. Clairsville, and Cambridge, our mission is simple: helping schools help students.
